All commercial first aid services in Victoria require a licence under the Non-Emergency Patient Transport and First Aid Services Act 2003.

The licensing of first aid services provides minimum standards in the provision of first aid across a wide range of service delivery areas including but not limited to public events, sporting events, construction and industrial sites, film, and television.

The Authority to Practice Matrix shows the Victoria Department of Health authorised  Intermediate Protocols, Skills and Medications licensed to Emergency Medical Response Paramedics, Nurses, Medics and Responders.
